For a student from an ex-servicemen family, the cost of professional education can become a significant burden just when higher studies are beginning. The Prime Minister’s Scholarship Scheme (PMSS) addresses this gap by providing financial support to eligible wards and widows of ex-servicemen and ex-Coast Guard personnel pursuing approved professional courses. The scheme was introduced in the 2006–07 academic year and is administered by the Kendriya Sainik Board under the Department of Ex-servicemen Welfare, Ministry of Defence.
The scholarship is available at the rate of ₹2,500 per month for boys and ₹3,000 per month for girls, with the amount paid annually to selected students. A total of 5,500 beneficiaries are selected in each academic year, with the available scholarships divided equally between male and female candidates. Depending on the approved duration of the course, support may continue for two to five years. Payment is made through electronic transfer to the student’s bank account.
Who Can Apply for PMSS?
The scheme is intended specifically for dependent wards and widows of eligible ex-servicemen and ex-Coast Guard personnel. A key condition is that applicants must have secured admission to the first year of an eligible course during the relevant academic year. Students entering through lateral entry and those already studying in the second or subsequent year cannot submit a fresh PMSS application.
Academic performance also plays an important role. Applicants need at least 60% marks in the Minimum Educational Qualification, which may be Class 12, diploma or graduation depending on the course. The calculation includes all subjects, including optional subjects, rather than selecting only the highest-scoring subjects. Where a marksheet provides only CGPA or grade points, the prescribed university conversion formula must also be provided.
Courses Covered Under the Scheme
PMSS is focused on approved professional degree programmes rather than general higher education. The eligible list includes courses such as engineering, medicine, dental studies, pharmacy, B.Ed, BBA, BCA, BA LLB and other recognised professional programmes. The course must be recognised by the appropriate regulatory authority, such as AICTE, UGC or the National Medical Commission, wherever applicable. MBA and MCA are specifically permitted among postgraduate-level programmes, while other master’s degree courses are excluded.
Integrated programmes can also receive scholarship support when they fall within the approved PMSS course list. For such programmes, 10+2 is treated as the Minimum Educational Qualification, and scholarship support can extend through the approved course duration, excluding the internship period. This makes the scheme relevant not only to conventional four-year degrees but also to qualifying integrated professional programmes.
Priority and Selection
PMSS does not treat every eligible applicant identically when preparing the merit list. Priority is given according to the circumstances of the ex-servicemen or ex-Coast Guard personnel concerned, beginning with wards or widows of personnel killed in action, followed by specified categories involving disability, death attributable to service and gallantry awards. A separate merit list is prepared for male and female applicants, with academic marks considered alongside the priority category.
Certain applicants are expressly outside the scheme. Wards of civilians and paramilitary personnel cannot claim PMSS under these provisions. Students studying abroad, pursuing distance-learning or vocational courses, or applying for a second course are also excluded. The scholarship is intended for one eligible course only, so students should establish their course eligibility before submitting an application.
How the Online Application Works
The application is submitted online through the Kendriya Sainik Board system, and paper applications are not accepted. New applicants must first prepare the prescribed annexures, complete registration details and activate their account through the email received from the system. After logging in, the applicant selects the PMSS option, enters the required information and uploads clear copies of the specified documents.
One particularly important stage is the final submission. Saving an application does not by itself mean that it has been submitted for processing. The applicant must use the “Save and Forward” option after completing the application and uploading the necessary documents. The instructions also state that observations raised during verification should be corrected within the stipulated period; otherwise, the application can be rejected automatically.
Documents and Renewal Requirements
The application requires several supporting records, including the relevant ex-servicemen or ex-Coast Guard certificate, bonafide certificate, Aadhaar-linked bank certificate, matriculation certificate, qualifying examination marksheets, bank account details and Aadhaar. Additional service-related documents are required depending on the priority category under which the applicant claims eligibility. Missing required documents can result in rejection.
Receiving the first scholarship does not mean that future instalments are automatic. Students continuing their course must submit renewal applications for subsequent academic years and satisfy the continuation conditions. The renewal instructions require students to maintain the prescribed academic performance and pass all subjects in the first attempt; failure or a repeat in a subject can result in discontinuation of the scholarship. Students should therefore treat renewal as an ongoing requirement throughout the approved course period.
Students should also keep the email address and mobile number registered with PMSS active throughout their course because application updates and alerts are communicated through these channels. Application status should be checked through the KSB account rather than assuming that a “Pending” status means no action is taking place. For selected students, acknowledging receipt of the scholarship payment in the renewal application is also a mandatory requirement connected with continuation of the benefit.

PMSS is designed around specific beneficiary groups and approved professional programmes, so meeting the 60% academic requirement alone does not establish eligibility.
